URBAN ReSOLVE is a development advisory practice focused on commercial real estate, infrastructure, public affairs and government relations.

Launched in early 2018 by founder, Erin Lavin Cabonargi, URBAN ReSOLVE is selective in its pursuit of high impact projects.  After many years in commercial real estate development, Erin spent more than a decade in public service and government leadership roles that facilitate publicly funded development. She returned to the private sector to pursue projects with a purpose. {learn more about Erin below}  The firm is uniquely positioned to bring value to its clients by drawing from the best practices of the private sector and the purposeful impact of the public sector.

Erin Lavin Cabonargi - Managing Director
Erin Lavin Cabonargi serves as the Managing Director of URBAN ReSOLVE, a development advisory practice focused on commercial real estate, infrastructure, public affairs and government relations. URBAN ReSOLVE provides comprehensive investment and portfolio management support by leveraging a unique combination of expertise in commercial real estate and public infrastructure development, public policy and stakeholder engagement, strategic planning and implementation, entitlement, facility optimization, incentives and alternative financing.
 
Prior to launching URBAN ReSOLVE in 2018, Erin was the Director of Development Services for Sterling Bay, a Chicago-based commercial real estate investment and development firm, overseeing the company’s planning, design and construction phase activities.  Erin led more than 80 new development and asset repositioning projects on behalf of Sterling Bay.  Notable among the projects was the new McDonald’s corporate headquarters at 110 N. Carpenter, new CH Robinson regional headquarters at 1515 West Webster, 1330 West Fulton featuring Sterling Bay’s headquarters as well as Dyson and Glassdoor, WPP regional headquarters at 333 North Green, Google regional expansion at 210 North Carpenter as well as a new 75-acre master planned development, Lincoln Yards, entitled for over 15 Million square feet of development and  incentives to help support complicated regional infrastructure needs.
 
Prior to joining Sterling Bay, Erin was a leader in public sector development and a Cabinet member to Chicago Mayors Richard M. Daley and Rahm Emanuel. Erin served as the Executive Director of the Public Building Commission of Chicago, successfully delivering nearly $3 billion of new development, major capital renovation, infrastructure, surveillance, technology and asset repositioning work on behalf of sister agencies and municipalities.  Erin also had significant facility management responsibilities, inclusive of the Richard J. Daley Center, one of the nation’s largest courthouses and civic gathering spaces.
 
Erin has a passion for both economic and environmental sustainability, including resilience planning.  She has successfully remediated over 75 environmentally impacted sites and has achieved LEED certification on nearly 100 development projects.  Erin is a LEED accredited professional and holds a Bachelor of Environmental Design from Miami University in Oxford, Ohio, and a Master of Architecture from the University of Illinois at Urbana Champaign, with additional studies in Florence and Munich.  Erin is actively involved with the Metropolitan Planning Council, Leadership Greater Chicago, the Economic Club of Chicago, Urban Land Institute, American Institute of Architects, Lambda Alpha Society for Land Use Economics and the Chicago Children’s Advocacy Center.
 
Erin was named among 50 Most Influential Women in Chicago Commercial Real Estate by Bisnow, one of Today’s Chicago Woman, 100 Women to Watch and received the Federation of Women Contractors Award for Advocacy.  She has received the Distinction in Leadership Award from the Illinois Hispanic Chamber of Commerce, the Civic Award from the ACE Mentor Program, Leader of Hope Award from SOS Children’s Villages and served as the Keynote Speaker for the Annual Transportation and Construction Luncheon supporting the March of Dimes.

Terri Haymaker serves as Planning and Pre-Construction Project Manager for URBAN ReSOLVE, a development advisory practice focused on real estate, infrastructure, public affairs and government relations. URBAN ReSOLVE provides comprehensive investment and portfolio management support by leveraging a unique combination of expertise in commercial real estate and public infrastructure development, public policy and stakeholder engagement, strategic planning and implementation, entitlement, facility optimization, incentives and alternative financing.  Terri specializes in predevelopment advisory services guiding and supporting projects as they move from land acquisition through concept to development. Terri leverages her planning and development experience to conduct due diligence assessments, concept development, project planning, entitlement and zoning changes, community and economic development planning and community stakeholder engagement.

Prior to URBAN ReSOLVE, Terri served as the Senior Vice President of IFF Real Estate Solutions, leading the company’s real estate consulting practice to develop and implement non-profit projects. Terri oversaw the consulting team’s project portfolio consisting of an average of over 50 active projects annually, a majority of which were often first-time endeavors of growing nonprofits. Terri managed financial and resource planning and implemented strategic organizational initiatives to guide the growth and success of a team of 25 project managers across six mid-western states. Terri developed and implemented a professional development training series to ensure consistent quality deliverables and a client-focused approach.

Prior to IFF, Terri was Chief Planning Officer at the Public Building Commission of Chicago. She led the concept development phase of over 120 Chicago municipal construction projects, nearing $3 billion in total project costs and resulting in construction of over 4 million square feet of new civic facilities. In creating a new project planning department, Terri developed new policies and protocols to improve project quality and efficiency. For the purpose of setting measurable benchmarks for construction, Terri led a team of planning project managers and consultants overseeing the site planning and property due diligence, programming, land acquisition, budget/schedule development, and conceptual design efforts. Terri managed a technical team supporting full-cycle development phases with environmental assessment and remediation, geotechnical analysis, sustainability and LEED certification, public and private utility coordination, right-of-way amendments, zoning, and code compliance.

Prior to joining the PBC, Terri led the planning and economic development programs for the Chicago Central Area as Deputy Commissioner of the Department of Planning and Development for over a decade. She managed a team implementing diverse project types resulting in an annual average of 10,000 new residential units, $100 million in TIF projects, $8 million in affordable housing bonus, $25 million in land sales, 725,000 square feet of retail, 900 hotel rooms, and 3.5 million square feet of office space. Terri successfully collaborated with elected officials, businesses, developers, community organizations, consulting teams, and professional associations. She garnered community support for redevelopment initiatives and successfully shepherded projects through City Council and city advisory bodies for approval.

Terri is committed to community and economic development, the transformational impact of an equitable community-based approach to drive economic growth and shape urban development. Terri has been invited to present on many conference panels, including Community Wealth Building, Real Estate Development for Nonprofits and the International Central Business District Conference in Beijing, China.

Julie Piszczek serves as the Construction Manager for URBAN ReSOLVE, a development advisory practice focused on real estate, infrastructure, public affairs and government relations. URBAN ReSOLVE provides comprehensive investment and portfolio management support by leveraging a unique combination of expertise in commercial real estate and public infrastructure development, public policy and stakeholder engagement, strategic planning and implementation, entitlement, facility optimization, incentives and alternative financing.
 
Julie focuses on efficient design and construction implementation.  She has a passion for sustainable development including numerous LEED certified projects including 5 geothermal well installations.  She has managed over 6 million square feet of construction over the past 20 years, each with varying geotechnical and environmental considerations, different material, budget and logistical constraints.  Julie simplifies what can be a complicated construction project through a step-by-step guided process.  Julie is a LEED accredited professional and holds a Bachelor of Science in Civil Engineering from Purdue University in West Lafayette, IN.  Julie is actively involved with multiple organizations including The Goldie Initiative, Real Estate Finance Forum and the Federation of Women Contractors.
 
Prior to URBAN ReSOLVE, Julie was the Vice President of Construction for PREMIER Design+Build, LLC, a Chicago-based design+build general contracting firm, overseeing project team success across $150M of yearly construction.  In addition to local construction, Julie established two market office locations in Miami, FL and Newark, NJ where she opened new offices, established new client relationships, managed the first projects, prequalified subcontractors and consultants and interviewed, hired, trained and supported new market staff until they functioned independently from the corporate office located in Illinois.  Further, Julie created and implemented company procedures, established company forms and protocol, communicated internal workflows and trained new employees as the company grew from $70M/year to over $450M/year in 5 years.
 
Prior to joining PREMIER, Julie served as Project Manager and later as Closeout Manager of the Public Building Commission of Chicago, successfully delivering five public facilities and closing-out over 250 projects across multiple agencies including the City of Chicago, Campus Parks, Chicago Public Schools, Chicago Fire Department, Chicago Police Department and Chicago Park District.

​Jimm Dispensa serves as the Senior Project Manager for URBAN ReSOLVE.  He specializes in public infrastructure development, facility optimization and asset repositioning. He has a 20 year track record of delivering accurate forecasting, site location analysis and strategic analysis to maximize capital planning and development opportunities. Throughout his career, Jimm has managed dynamic project teams for both public and public-private infrastructure development projects.
 
Most recently, Jimm served as Director of School Demographics and Planning at Chicago Public Schools, supporting over $4 billion in new development, acquisition and capital improvements. This included management of site location analysis and recommendations for 100+ new schools and school additions opened across Chicago since 2004. Jimm also led 50+ asset repositioning projects impacting 3M sq. ft. and 10K CPS staff/students.
 
Under Jimm’s management, the CPS demographic and space utilization team of GIS analysts consistently provided accurate 1 and 5 year enrollment forecasting within an average +/- 1.5%. This ensured accurate annual staffing projections for each CPS school based on expected shifts in student populations, saving the district approximately $50 million in annual hiring and layoff costs. By working directly with facilities managers on the ground, Jimm also was able to translate this data into accurate recommendations for annual renovation and capital improvement priorities.
 
He collaborated extensively with sister agencies including the Public Building Commission, Dept. of Planning and Development, Chicago Park District, Chicago Housing Authority and the Illinois Facilities Fund. Jimm also engaged in public affairs efforts to gain public feedback on facilities projects. This included supporting briefings for elected officials, community organizations, local school councils and other invested organizations.
 
Jimm began his tenure at CPS managing operations, facilities teams and implementing capital projects in neighborhoods across the city. He also served as Deputy Chief Information Officer, managing a series of new telecommunications projects and rebuilding the district’s resources.
 
Jimm’s passion for citywide infrastructure and development stems back to his work as Assistant Commissioner at the City of Chicago’s Department of Planning and Development. He coordinated infrastructure development in Chicago’s South Loop, a project designed to prime the area for real estate investment.
 
As Assistant to Mayor Richard M. Daley’s Council of Technology Advisors—Subcommittee on Information Technology Infrastructure, Jimm advised city agencies on all technology proposals. He led a cross-functional team from 10 city agencies and managed existing technology-related investments on behalf of the City of Chicago including: Lakeside Technology Center, Chicago Information Technology Exchange (The Hub) and construction of new telecommunication carrier hotels. He developed strong public-private sector relationships to advance deployment of shared next-generation technologies across Chicago.
 
In addition to his public sector work, Jimm’s experience includes managing business development opportunities at Systems Development Integration (SDI) and Terabeam, a technology company that focused on early-adoption of wireless data transmission city-wide.
